Report Obsolet and RMAN backup files

Hi Oracle Experts,

When I had 'REPORT OBSOLET' on RMAN, why only the backup set files ('NO Need'), generated by RUN of RAMN, located in outside of FRA could not be reported. All others were ok. So I had to manually delete those files.

Is this RMAN's behaviors?
