IS it required to re-sign JAR files every year?

 Hello  All,

      We have around 20 JAR files in our environment( OAS forms and reports 10.1.2.3.0 on solaris 10), $ORACLE_HOME/forms/java, the JAR files certificates are expired year ago(2009), however there is no interruption in the normal working of the application,we have noticed week ago that all the JAR files certicates are expired, right now we do not see any issues with the JAR files. Now my questions are,

1. Is it required to sign the JAR files again (versign certicates we use), even though there is no change in the code.

2.   Why did'nt the browser recognize the JAR files certificates expiration date and stop the application from furthur accessing.
