Oracle Counters issues in R12.1.1

 We recently upgraded to R12 (12.1.1)  and I am finding lots of changes/issues in Counters module. Following are some of the findings:

1. Upgraded Data is not accurate:

a)  For example valid_flag/override_valid_flag on Counter values is not same from the 11510 instance.

b) Upgrade process updated the Conter Names, .i.e. it uppended (suffixed) with some random numbers

2. API is missing: e.g. CS_COUNTERS_PKG is not in r12 which is being called by IB HTML UI to update the counters.

Appreciate if there is any comprehensive doc which lists the delta from 11510 to R12.
