US PAY: Payroll deductions skipped on the second pay period of 2011

We noticed that our pre-tax deductions, voluntary deductions and some employer liabilities are not coming out on the second pay period.

Below are our pay period dates:

2011 Payperiod   PPE            Pay Day

1                            1/01/11          1/07/11

2                            1/15/11          1/21/11

3                             1/29/11         2/04/11

Is this caused by the frequency rules of the elements?
