Creating zones in solaris 11 express

I'm trying to figure out how to configure zoneadm, ipkg, etc  to include more packages then seem to be getting installed. As it stands when I create a new zone only a very small subset of the packages installed on the global zone makes into the new zone. Back in the day with solaris 10 a new zone contained all the packages contained in the global zone. I know that in theory I can install the zone and then use the pkg command to install individual packages but that is a major pain. Since only a small subset is used
