How do I reassign a solicitation?

Good Morning,

We have a situation wherein a requisition was entered and tied to a solicitation.  The solicitaion is currently in a buyer's queue that has since retired.  The solicitation is closed and now needs to be awarded.  How can I reassign this solicitation to another buyer to complete?
