Is FTE taken into consideration for benefits in later releases?

 We're on Xe. Let's say we have an accrual set up to accrue 40 hours of sick time for each employee the first payroll of the year. This will be rolled over with some of their unused sick to be their available next year. Currently, I don't think there is a way in Xe to take FTE into account when performing the accrual. For example, someone who works 80% should only accrue 32 hours, not the full 40. Is there a way in Xe to do this? Is there a way in later releases to do this?
