DBConsole Service will not start

 I have three 10.2.0.4 db's on seperate Win2k3 servers.  Yesterday I recycle two of the servers (Test and Dev) and now the DBConsole service will not start on either.  The third DB is a production DB.  The service was running prior to the server restart and the DBConsole worked fine. 

On one of the two servers (servername - DB02) with the problem I uninstalled and reinstalled the DBConsole.  The install went through without problem until it was time to start the DBConsole service.  It could not be started. 

Error message - Service could not be started
