Subledger Accounting Custom Source Definition

 I need answers to the following please

1) Where must the PL/SQL function be stored for it to be useable by a custom source definition?

2) Can a custom source include a PL/SQL function without any defintions in the Parameters region of  the custom source defintion form? (e.g.  a function that returns a 4 digit year value for use in the budget fiscal year segment of a federal AKFF)

I have been unable to find this information in any documentation or white papers.
