Voucher Timestamp

Any ideas why the voucher.timestamp column gets set to today's date at 8:00 ? This is what I am seeing in the column from my voucher table. 2011-01-13 08:00:00.0 

It appears to be in GMT time but does not correspond to the time I created the voucher it just matches the date.

It appears to have been doing this since at least v5.5 CU4.
