Configuration owner tax options

 Please help me to understand the relationship of configuration owner tax options and Purchase Order>Tax computation. Do i really need to define it so that i can manage the tax? Do i really need to define all options related to Purchasing (ex. Purchase Requisition, PO and Agreements and Blanket releases). tks
