Not allowed order to partial shipment

 Hi,
    I already mention about this problem before but it didn't work out. The problem is I want to set up the order to ship together and not allow to partial shipment.  For example ,
 
Order A : Item  112    ordered 15  
                 Item 114      on hand fail => Backordered

 So I want to set up the system not allowed both of item to pick release. Is it possible?
I try to use ship set but it still let item 112 to shipconfirm and item 114 status is backordered.
