Database Console create error

Hello everybody,
Can someone help me out please?

I have installed oracle 10.2.0.4 on windows server 2008 R2 standard and the database was created using DBCA. During the DB creation, the dbconsole was not created and it asked me to create it manually.

I tried to create this using EMCA utility but this wouldn't help either. It keeps giving error message (Could not complete the configuration)

The Database Server name is like AGRXX.XX.XX.UK
But I normally remote login into this database server using the IP Addresss (1XX.XXX.XXX.XX) in place of the server name (AGRXX) . Could this be the problem or what?
