US PAY: Are Phase II and Phase II Patches mandatory for 2010 W2s

Are Phase II and Phase II Patches mandatory for 2010 W2s. We are already balanced after applying phase I year end patch. We have tested W2s and Magnetic file and everything looks good. Could any one please point out if Phase II and Phase III are mandatory,

We are in Florida so we do not have any State Taxes to Balance.
