Apps Password required for RDA??

Why would Oracle make the Apps password required for an RDA in R12 diagnostics?  Most support analysts don't have this and aren't going to get access to it.  This means they have to wait on a DBA to be available and it consume more resources than necessary to run this diagnostic.
