upgrade to 10.2.0.4 from 10.2.0.3

During the installation of upgrading to oracle 10g database 10.2.0.4 from 10.2.0.3, got the error message asking to shutdown many windows services ( I already shutdown all oracle services before starting installation). I do not think it is normal since the upgrade only needs to stop oracle services not many windows services such as Windows time, Workstation, Task Scheduler and more than 20 services. It must be something wrong somewhere. Thanks.
