ORA-12631 : username retrieval failed - Failed to login to Oracle 11.2.0.1 database

We have error when connecting to Oracle - ORA-12631 : username retrieval failed

Problem Description: Failed to login to Oracle 11.2.0.1 database from SQLPLUS as SYS user.


Our testing environment:

Windows 2008 domain controller has the following:
- domain administrator user
- domain user (regular domain user only has read access folder directories on workstation he logs into).

Windows 7 workstation has the following:
- Oracle 11.2.0.1 database installed on windows 7 workstation.
- SQLNET is set to NTS for our application to use OS authentication to connect to Oracle.
- Environment variables are set for ORACLE_SID and ORACLE_HOME.


Our steps to produce the error:

Logged into OS as a regualr domain user.
