Receiving Transactions in Oracle

 Hi,

I received this error message when I attempted to 'Finally Close' a PO. error message Line #1 Shipment #1 Distribution #1 Quantity received 296 is not fully delivered 0.

I resolved the issue by navigating to Receiving> Receiving Transactions window

Queried up the PO and delivered the receipt from there by saving the receipt.

My question is , why did'nt this PO just get receipted/delivered in the normal receipt window? why did I have to go to the Receiving Transaction window. I dont understand because when I created a test PO and receipted it, I was able to 'Finally Close' it without going to the Receiving Transaction window. How  is this determined in Oracle?
