What's needed to get patch recommendations for servers?

So I've got OCM up and running on several of my Sun servers (T2000s, and soon T5140s).  They show up - after a long delay - in the "Targets" list.  I was looking forward to the system analysis and patch recommendations, but neither of those "Regions" have populated.  In fact, these machines aren't even showing up in the "Systems" list.
What qualifies as a "System"?  I've read the documents, and they imply that OCM figures it out for itself, but that seems to also imply that OCM pieces it together from OCM running on both the host and inside the ORACLE_HOME.  Unfortunately, most of these machines *aren't* database servers.  They're webservers, running Webstack.  Does that disqualify them as "Systems", according to Oracle?  I've noticed that almost every document I've read and FAQs and even the OCM configuration is extremely, EXTREMELY database-centric.
