Cannot see Template Builder tool bar in MS Word

Hi,

I downloaded Oracle BI Publisher Desktop v11.1.1.3 for Window, and successfully ran the BIPublisherDesktop.exe.  But, the "Template Builder" tool bar does not appear.

Am I missing anything?
