Add Asset to Project in oracle APPS V 11.5.9

In Apps V 11.5.10 we use the package (PA_PROJECT_ASSETS_PUB) to add or update … the assets for project, but in V11.5.9 this package did not exists, is there any way to add asset to project programmatically in V 11.5.9 or not, other question, can I insert the asset data directly to table pa_project_assets_all?
