how to minimize dealock processes

Hi,

we are moslty facing a problem when someone user is posting two batches in same time within seconds the two R09801 reports runs and our system gets stuck in processing on all applications. i checked on the server and i found below issue in log file i think the GL table is getting lock for first batch report and others reports get stuck till completion of first report. and we wait 15 to 20 minutes becuase of this. if user posting one batch at a time then it is completing within seconds.

how to resolve this issue i checked on metalink site it is mention that we need to enable transaction processing option but i dont know how? can anyone help me what i need to do.
