Cannot setup AME Rule in R12

 Hello,
Iam trying to setup a AME Rule in R12 for contracts approval process....I have defined the attributes,conditions,approval groups and action types but when I try to
create a new rule by clicking on the Create Rule button from Rules tab it gives me below error...Can you please let me know if Iam missing anything and why the error is
