Problem when i setup oracle database 10g 64bit on microsoft windows server 2008 64bit

when i setup oracle database 10g 64bit on microsoft windows server 2008 64bit after install active directory,dns and my network configuration the database didn't install and stop working on database configuration assistant 'DBCA' with this error ( TNS Adapter Error )
but when install the database after installing windows server 2008 64bit  and before installing any network configuration the installation done but the enterprise manager stop working after restart the machine
Note Thant Oracle Database Version 64bit 10.0.2.4
what can i do???
