Is it possible to restrict data on Secondary books

 Hello Folks

We are designing a ledger structure in R12 for one of our client in Europe. We have one primary ledger and 12 secondary ledgers. We also have 12 operating units. AP, AR will be setup on separate operating units based on various locations in Europe; however, AP and AR will be mapped with primary Europe ledger. The issue we are trying to resolve is how to restrict posting from primary Europe ledger to secondary ledgers. For example we want AP Germany to post only to Europe Primary and Germany Secondary ledger. The way system is working is once a journal is posted
