Recalculate Plan Costs Does Not Create a New F06106 record when no payroll history exists.

Client uses HR/Benefits, but uses ADP Payforce for Payroll.  Does JDE functionality allow ADP to be imported into Payroll History?  If not, does anyone have suggestions as a workaround for R083810, Recalculate Plan Costs to enter a new record with a new Effective Date for the new plan rate, rather than simply updating the plan rate while the Effective Date remains unchanged?
