Acessing Reference Information tab for Debit Memos

This is first attempt in accessing this community I have tried metaling searches but cannot get a reasonable hit.

We are on 11.5.10.2.  When entering Credit Memos the Reference Information tab is available we use it to enter Reason Code.  But when entering Debit Memos the Reference Information tab is "grayed" out.

Can it be made available to Debit Memos?
