Customer Address geographical information error on invoice

R12 upgrade, on creating an AR invoice for a US customer with Ship-To [US Address] and Bill-To [Canada] address get an error message

‘The System cannot determine geographical information for this location and cannot derive a tax jurisdiction. Please contact system administrator.’

 

Followed Metal ink note 438718.1 and corrected the address for Canada and Geography Name Referencing Program rerun, error message continues and cannot create invoice.

Is there additional setup to invoice Customer with US ship to and Canada bill to in TCA?
