Importing Resource Assignments via Excel

I'm trying to update Resource-Assignments by export from project A/import to project B using Excel sheet. the Import shows complete with few errors like this:

ERROR: relag_drtn_hr_cnt is null for TASKRSRC for RSRC: P-SPWTR and TASK ActivityID: SPPLWG0105, Project: URS-SYS-SBL-2

Does this mean the import was successfule apart from these few activities? or it just did not finish over all?

When I check the resource assignments I find the same old. 

I am trying to update my activities in project B to have less resources, means from 4 assigned resources I expect to see only one existing in the Imported excel sheet! means Project B has more resource assignment for each activity than project A.
