PTO Model - Avoid Incorrect Partial Released Shipment

 Hi,

I have a PTO model with component items A (qty 2) and B (qty 1) as 1 set. If customer order 2 sets of this model, the system should either release the order in 1 set or full 2 set (depends on stock availability for A and . On the other hand, the system should allow item A and B to be order as standard item as well. 

We have considered using ship set and "Ship Model complete" functions, but cannot meet the above requirements.

Can anyone provide some idea on how this requirement can be fulfilled?
