My Pick Selection SRS is creating two different delivery id for one order, how is this possible?

 Hello

We are in R12.1.1 and sometime when running Pick Selection SRS program, it creates two different delivery id for same sales order, how is this possible?

WMS Org Level Activated and Auto Create Delivery is set to Yes on Rule.
