about standard receipt

Hi all,
I have a PO the receipt routing is standard by mistake,  direct delivery is the defualt one i been using,  now the user receive the item in receipt,   and should be receive once more in receiving tranasaction, but  he only did it in receipt, the status of the received qty is already displayed received, but the o hand is 0 is it normal? 

should i tell him to do once more in receiving tranasaction, then the on hand is available, i am confused by the received qty status in PO
