1099 SAR on ID 657337.1

I am confused about the proposed solution on this new SAR. Shouldn't the IRSTAX file use a 1 for a business (person/corp code of N) and a 2 for an individual (person/corp code of P). If the file is changed to have all records use 2, wouldn't that be incorrect?
