Cloning old backup

The development team have request us to update the Development site.
But the auditors don't allow us to clone from a fresh copy of Prodduction.
They aprove to clone from an old backup (6 months or 1 year old).
Based on what I know it is not right to clone Dev from and older Prod
backup because all the programs and changes made to will be lost.
Now, the question is ... is there a way to :
1. Clone Dev from an old backup of Production
2. Register the changes (programs, security, etc.) from that time on

Also please share the procedures and policies to update Test, QA, Dev
