EMOD Campaign Delivery Actual Delivery Process

When using e mail marketing on demand (EMOD) the delicvery status in the majority stays at "PENDING"? Is this correct ? or should it automatically change to "SENT" .I include the "Message Open" tracker and in some cases these are shown as open and I have assumed this ment the messages have been delivered.Can someone clarify the correct functionality and process please?
