Can we use the BI Publisher from a centerlized place for OBIEE, Oracle eBIZ application and Siebel C

 We are in a process of upgrading from Siebel Analtics  to OBIEE. Also, from Siebel CRM to Siebel CRM 8.1.

Also, we are running the eBiz release 11.5.10.2.

I have the following question on BI Publisher and would greatly appreciated your response:

  1- Can we install the BI Publisher in our Development instance and be able to using for OBIEE, eBIZ application and the Siebel CRM application? This means having one centeral place that we be able to use it for all our 3 environment of OBIEE, Siebel CRM and Oracle eBIZ application.

 2- Do we need to Install and configure the BI Publisher in all of our DEV, QA, UAT, and Production instance? Or we only need to install BI Publisher in our DEV instance and only move our Report execuatable that we developed with BI Publisher from our DEV instance to our other instance for running the BI Publisher reports?
