What is the American English upgrade patch driver?

 Hi,

I am want to upgrade from 11.5.10.2 to 12.1.3.   I follow release notes 12.1.1. After installing R12.AD.B (9179588) and 7303029, I also need to install the new American English upgrade patch driver.  Which American English upgrade patch driver do I need?

THe Oracle application upgrade guide mentions u6678700.drv (there are a lot of problem notes regarding this driver).  Or do I want 7303030?
