Performance Management - Objectives are duplicated when publishing a plan that references a previous

We are using eligibility profiles to allocated objectives, and when you publish a plan, that references a previous plan, all objectives that were not completed in the previous plan are automatically carried forward to the new plan, Which is correct, but we now have duplicate objectives.

 

Must our users ensure that they enter an achievement date for all objectives when doing the final appraisal, or must they just delete the duplicates in the new plan. I also noticed that the objectives are not in alphabetical order in the new plan.

 

Can anyone give me some advise please
