11.2.0.2 vs 11.2.0.1 - Confusion

 I am planning to upgrade our 11.1.0.7 database to 11gr2 so I start looking related notes and found that  starting with the 11.2.0.2 patch set, Oracle Database patch sets are full installations of the Oracle Database software. This means that you do not need to install Oracle Database 11g Release 2 (11.2.0.1) before installing Oracle Database 11g Release 2 (11.2.0.2). However 11.2.0.2 is not available from OTN website you can only download 11.2.0.1. It say you can download 11.2.0.2 from support site.

When I am looking for 11.2.0.2 on metalink installation files only thing I find patch set '10098816' for 11.2.0.2 and it has 27 files related to this patch. I don't think any of the listed file is 11gr2 base installation software and 11.2.0.2 patch set; I might be looking into wrong place or misunderstood what oracle means. Can anyone help.
