More than one Stop Order Bundle created.

 What could be the cause for the error: More than one Stop Order Bundle created.

I am getting this error when I try to Assign A rate or Recalculate Shipment Costs actions. All orders have the same pickup and delivery dates. I have also changed the date emphasis to NONE.
