Resync of Schema Level Bi-Directional Streams Replication 11.1.0.7

A) I am trying to figure out the following and and wondering why I had to do the following to fix this problem.  I understand the below information is a little vague but wanted to see if it is enough to get a substantive response.

Background:

     1.  I had to resync a bidirectional set-up.  I manually dropped and recreated capture queues on both sides.  I reinstantiated the scn on the the other database for the apply queue with that of the scn the script was being executed on

e.g.

instantiated dest with scn from source and source with scn from dest.
