Item Quality Hold

I am looking for a way to be able to put an item (purchased or assembled) on hold.  With this hold I would like the product and anything it is used on (if applicable) to not be able to be shipped.

I have tried a few different Item Status' provided in Oracle, but would like to continue to be able to take orders against the item (or item it is used on) that will be fulfilled once the hold is lifted.  The only other option I thought about was turning off the "Shippable" attribute, but this change wouldn't be allowed if orders currently exist for the item.
