TNS-12560 to new 11.2.0.2 database and no other version

 I have recently upgraded a server to 11.2.0.2.  It does not utilize RAC or GRID infrastructure as of yet.  it was an instance install.  Everything works great except for one thing.  If the tns client is connecting from any client older that 11.2.x, it will receive TNS-12560, protocol adapter error.  I can tnsping with it so that tells me that the information in the connect string is looking at the correct server.  I have done a low level trace and see that I am not even logging anything with the listener.  the client is the only one getting the error.
