Credit bill to site

Hi,
      I can release sales order many times ,when i check at order organizer, it show that this order is on hold " Credit check failure, Bill to site"
So I try to release hold by go to => action=> release hold but it is still hold.

   Is this the reason that I can release this order many times?
   How can I release hold?
