How to generate XSCF snmp trap messages with OID's?

We want to hard-code snmptrap messages based on the OID's that get received by the NNM Openview in the snmp message varbind strings. We have done this on the T servers using the SUNWmasf agent.
What is the mechanism for capturing the snmptrap information that shows the OID information when I panic the domain? Apparently the snmptrapd -P is not capturing the trap messages from the OPL-SP-MIB XSCF when I panic the domain.

Here is an example of the snmptrap message that the Openview NNM is getting when we pull a power cable and insert the cable. How do we generate this type of messages and capture it on our side for the domain panic?
