US PAY: PA Local Taxes

 I am trying to find more information on the Enhanced+Wage Accumlation.  We currently have this enabled.  However, I'm trying to set the system up to withhold all local taxes.  Under the GRE/Legal Entry>State Tax Rules>PA>Local Income Tax Withholding Rule is set to All Localities.  I do not have any information set up under Local Tax Rules.  I was hoping this would withhold the proper taxes without any intervention on the employee assignment.  But no matter what I do it seems that you have to enter a City in the Taxation Address on the address form, plus enter the city's rate on
