After new installation of oracle, em doesn´t work?

Hai, at the moment i try to install a new 10.2.0.4 database to test the patch 10.2.0.5.
OS is Windows Server 2003 R2 with service pack 2.
The installation of all oracle products end without errors.
Then i configured a database. At the end there is an error, that the em-console was not able to configure.

I think this error is in cause of an old certificate like described in this article: ATTENTION - Enterprise Manager Database Control 10.2.0.4 Or 10.2.0.5 - Patch Required from 31-Dec-2010 onwards [ID 1217493.1]

after applying the in the article named opatch i tried to configure the em-console with emca.
that is no problem, and no error displayed.
