Unresolved Sourcing Rule Inventory planning Issue

 Hi, seems like no one has the answer to solve this inventory planning issue and Oracle MRP/ASCP cannot support as well?

I have 2 orgs : Org1 and Org2

I have item A with quantity on hand in both Orgs, at the same time  they are mfg plants, means I have jobs running on Org 1 and Org 2

I use this sourcing rule:

Org1 : Buy from Supplier    Rank1

Org2:  Transfer from Org1  Rank1

However, if I have a job in Org1 and there is a demand of 50, my onhand in Org1 is 30 - the MRP will always create buy planned orders of 20, but in Org2 I have
