PTO Accrual and Usage

We are running 8.9 and have a PTO Setup that allows for persons to use it as it is immediately available. However we are having issues with the accrual recognizing the current usage for the year so it is stopping the accrual at the limits even though there has been usage that would take them below the annual limit. We have the rates setup in teirs as to what they can accrue and what is rolled over on a calendar year basis.
