case:
employee has two assignments in a month as the following:
period payroll organization
2010.1.1 - 2010.1.15 PA OA
2010.1.16 - 2010.1.31 PB OB
payroll period: monthly
when run a payroll PA, choose period 2010 1 monthly , this employee will not be included in this run,
cause payroll run uses the end date to find the assignment, and the record 2010.1.1 - 2010.1.15 does't match this run

is there any way to let montly payroll run has some offset time to match assignments, and so does costing
